Using Macros/Developer tab

I'm trying to use the macros to run equations and I have an excel document that already has the programs written out with a solve button, but when I try to use it in Spreadsheets I'm unable to run anything. Under the developer tab everything is grayed out except for Add-Ins and COM Add-Ins. How do I get the tab to allow me to use the functions?(Essentially how do I un-gray all the buttons under the developer tab?)

*Even when I open a new document to try to add a new macro or do anything under the developer tab it is still all grayed out.
